Letter from Department of Highway and Transportation November 22, 2006 Dear Mayor Burhans, Thank you for your recent inquiry about the Ijamsville Road Corridor study and Mussetter Road. After receiving your request, my staff has done some research and has provided the following responses to your questions: 1. The Ijamsville Road Corridor Study (dated May 2000) was funded by the County. We are not aware of the County rejecting its findings. In fact, the County has several CIP projects that were part of the study findings, of which includes Ijamsville Phase I, II, and III. Phase III is the only phase proposed to be developer-funded. 2. Ijamsville Road Phase I project goes from MD 80 to the railroad tracks near Reichs Ford Road. The project is in the design phase right now. We anticipate construction to begin in Spring 2008, pending right-of-way acquisition and permit issuance. 3. Ijamsville Road Phase II project goes from the railroad tracks to MD 144/I-70 EB ramp. Based on the approved FY 2007-2013 CIP, construction is anticipated to start in FY2010, pending funding approvals, right-of-way acquisition and permit issuance. 4. Ijamsville Road Phase III project from Meadow Road to Boyers Mill Road is anticipated to be developer-funded. We are not aware of the developer's construction schedule at this time. 5. Regarding your questions about Mussetter Road, in the Jordan Jenkins' Traffic Impact Study for the shopping center and the self storage, the actual turning movement counts from Greenview for the peak hours in 2004 at the Old National Pike/Mussetter Road intersection were 30% to the east on Old National Pike towards New Market 10% to the south on Mussetter Road 60% to the west on Old National Pike towards Meadow Road. Please note that we expect these patterns to be influenced should other road facilities (e.g., Mussetter Extended, New Market bypass) be installed in the future. Please let me know if you have any further questions, please contact me. Respectfully, Thomas J. Meunier, P.E. Department Head Department of Highways and Transportation 118 N.
